Honeymoon murder: Anni’s family 'wants the truth'


Murdered British-Indian honeymooner Anni Dewani's family has demanded the truth after her husband Shrien won an appeal against his extradition to South Africa.

“It would be oppressive to send him back, if his health is not good, but we are happy as a family to hear that the court has decided that it is in the interests of justice that he will go back to South Africa. The court has rejected his appeal on human rights,” The Daily Mail quoted Anni's elder sister, Ami Denborg, as saying.

Her statement came after the High Court ruled it would be ''unjust and oppressive'' to extradite Dewani, 32, until his mental health improved.

Meanwhile, Shrien’s family expressed relief at the judgement.

“The Dewani family are grateful that the High Court has upheld the appeal and blocked any attempt to extradite Shrien to South Africa now. Shrien is innocent and is determined to return to South Africa to clear his name and seek justice for his wife Anni,” shrein’s family said.

Shrien’s lawyer, Clare Montgomery, argued he was so ill that he would be incapable of giving instructions to his lawyers, or following trial proceedings, and extradition should be delayed until he had recovered.

Anni Dewani, 28, was shot when a taxi in which the couple were travelling was hijacked in the Gugulethu township on the outskirts of Cape Town.

She was found dead in the back of the abandoned vehicle with a bullet wound to her neck.

Taxi driver Zola Tongo, who has admitted his part in the crime, claimed in a plea agreement with prosecutors that Dewani ordered the carjacking and paid for a hit on his wife.

Petrol prices may be hike by Rs 5 per litre from next month


State-run oil marketing companies plan to raise petrol prices by Rs 5 a litre from next month after they get an informal nod from the oil ministry, industry and government officials said. The decision is likely to be taken on Saturday when oil firms meet for a fuel price review.

"We are incurring a loss (revenue) of about Rs 7 per litre on petrol. We have to raise its price by at least Rs 5. But the government owns the companies so we have to wait for its green signal," said a senior executive of a state-run refinery. Government officials, however, said oil companies might not be allowed to raise petrol prices considering the volatile political situation during the Budget session of Parliament.

"The UPA government, which depends on support from diverse political parties, can't risk the passage of the Finance Bill. It can bite the bullet after the Bill is passed in May," said an official requesting anonymity.

Migraines likelier in men with impotence


Men who have been diagnosed with erectile dysfunction are 63 percent more likely to also have had a diagnosis of migraine headaches than men without the sexual disorder, according to a new study from Taiwan.

Dr. Tobias Köhler of Southern Illinois University School of Medicine, who specializes in male sexual function and fertility, told Reuters Health this is the first he`s heard of any such relationship between migraines and impotence.

"It`s an interesting first recognition of the correlation, but by no means does it mean they`re causally linked," said Köhler, who was not involved in the new research. It`s not clear what might explain the link between erectile dysfunction (ED) and headache, although migraines have been linked to sexual dysfunction in women, the study authors note in the journal Cephalalgia.

But "no study to date has ever attempted to explore the association between migraine and ED," write Dr. Chao-Yuan Huang at National Taiwan University`s College of Medicine and his colleagues.

It has been estimated that about 20 million men in the United States suffer from impotence.

The research team collected information on 23,000 men from a national database of insurance claims in Taiwan.

About 5,700 of the men had been diagnosed with erectile dysfunction, which is an inability to get or keep an erection.

Huang`s group then compared ED patients to 17,000 similar men who had not sought treatment for impotence.

Among the men with ED, 245, or 4.25 percent, had previously been diagnosed with migraine headaches.

In the group without ED, 457 men, or 2.64 percent, had been diagnosed with migraines.

After the researchers took into account differences between the groups, including heart disease and diabetes, they found that ED patients were 1.63 times as likely to have had a previous migraine diagnosis as men in the other group.

Age seemed to make a difference.

Men in their 30s with erectile dysfunction were about twice as likely as men without it to have a diagnosis of migraines.

The researchers could only speculate as to why migraines are more common among men with erectile dysfunction.

"As it has been demonstrated that chronic pain can cause sexual dysfunction," the authors write, "one possible explanation for the association seen in this study may be the chronic pain associated with migraine headaches."

Köhler, who also represents the American Urological Association regarding sexual medicine, agreed that pain is a possible explanation.

"We definitely know that pain in general is bad for erections," he said.

The authors also offer up the brain chemical dopamine as a potential player, because it is thought to be involved in both migraine headaches and sexual function.

In addition, there`s the possibility that the findings could be due to some other factor. For instance, men who see a doctor for migraines might be more likely to seek care for erection problems too, Huang`s group notes.

Or it could be that the men diagnosed with migraines are taking medications that interfere with their sexual function, Köhler speculated.

Dr. Ege Serefoglu at Tulane University School of Medicine said that because this is the first stab at looking at the relationship between migraine and erectile dysfunction, the findings should be interpreted cautiously.

He added that the study was well conducted, but the results "need to be confirmed by other countries, other researchers, before we can really include migraine as a risk factor of erectile dysfunction or vice versa."

UN asks India to repeal Armed Forces Special Powers Act


The United Nations has asked India to repeal the controversial Armed Forces (Special Powers) Act, saying it had no role to play in a democracy. This comes amid clamour for withdrawal of AFSPA from Kashmir.

A United Nations (UN) Special Rapporteur today urged India to repeal the controversial law that gives its military special powers to act in troubled areas. Christof Heyns, UN's Special Rapporteur on extrajudicial, summary or arbitrary executions, told reporters here that the Armed Forces (Special Powers) Act has become a "symbol of excessive state power" and "has no role to play in a democracy".

His comments came after the conclusion of his 12-day fact-finding mission to examine situations of extrajudicial, summary or arbitrary executions in India.

"During my visit to Kashmir, AFSPA was described to me as 'hated' and 'draconian'. It clearly violates International Law. A number of UN treaty bodies have pronounced it to be in violation of International Law as well," said Heynes.

Accountability is circumvented by invoking AFSPA's requirement of obtaining prior sanction from the Central government before any civil prosecutions can be initiated against armed forces personnel, he said, quoting the report. "Information received through RTI applications show that this immunity provision effectively blocks any prosecution of members of the armed forces," he added, recommending immediate repeal of the law.

As part of his fact-finding mission Heyns visited Gujarat, Kerala, Jammu and Kashmir, Assam and West Bengal and met secretaries of various ministries, police officers, human rights activists and other officials in these states.

The UN Special Rapporteur's final conclusions and recommendations will be submitted as a comprehensive report to the Human Rights Council at a future session in 2013.

"The main finding in my report is that despite constitutional guarantees and robust human rights jurisprudence, extrajudicial killings continue in India and it is a matter of serious concern," Heyns said.

Salutary guidelines laid down by the Supreme Court, many of which have been incorporated through amendments in the Code of Criminal procedure are not sufficiently complied with, he claimed.

Prevalence of communal violence, encounter killings, custodial deaths, 'honour' killings and plight of dalits and adivasis are other areas of concern mentioned in the report. In the report, Heyns proposed a number of provisional steps to be taken to address these concerns, including the establishment of a Commission of Inquiry, consisting of respected lawyers and other community leaders.

"India also should ratify a number of international treaties, including the Convention Against Torture and the International Convention for the Protection of All persons from Enforced Disappearance," he said.

Heyns' visit is the first mission to India by an expert mandated by the UN Human Rights Council to monitor and report on extrajudicial, summary or arbitrary executions.

Jayalalithaa demanded all power, generated from Kudankulam to state


Days after giving nod to the Kudankulam nuclear power plant in the state, Tamil Nadu Chief Minister J Jayalalithaa on today demanded all power that will be generated from it be supplied to the state.

The AIADMK supremo made the demand in a letter shot off to Prime Minister Manmohan Singh on today.

Jayalalithaa’s letter states that Tamil Nadu is facing severe shortage of power so entire power generated from Kudankulam nuclear plant should be allotted to state.

Tamil Nadu on March 19 gave the green signal for the Kudankulam nuclear plant.

India's atomic power plant operator, Nuclear Power Corporation of India Ltd (NPCIL), is building two 1,000 MW reactors at Kudankulam in Tirunelveli district, around 650 km from here.

Next US president must be prepared to deal with India and Pakistan crisis


 The winner of the 2012 US Presidential Elections must be prepared to deal with a potential re-emerging crisis between India and Pakistan and engage with New Delhi over its ties with Iran and interests in Afghanistan, an American expert on South Asia has said.

Daniel Markey, Senior Fellow for India, Pakistan, and South Asia, at Council on Foreign Relations (CFR) - a Washington-based think-tank - said yesterday that the winner of 2012 Presidential Election must be prepared for "a significant potential of near-term crisis" between India and its historical rival Pakistan.

The US would likely be called upon to play an important mediating role in the event of a "Mumbai-type" terrorist event that would lead India and Pakistan to the brink of war, Markey said in a video message posted on the CFR website as part of the Campaign 2012 effort.

Markey said that the President will also have to engage with India on top foreign policy priorities including Iran's nuclear program and the US departure from Afghanistan.

India sees Iran as an important energy supplier and is not eager to enter into an international effort to put pressure on the Iranians, he explained.

The difference between US and Indian interests on Iran "is likely to dog the relationship" and enter into bilateral and multilateral dealings, he said, adding that the president will also have to address Indian concerns over rising Pakistani influence in Afghanistan following a messy US withdrawal.

Markey said he sees opportunities for improved US-India relations following the upcoming leadership change in India.

"The opportunity in US-India relations is really a long-term one," he says, adding that the US president must not allow near-term irritants to get in the way.

‘Blood Money’ is no ‘Blood Diamond’: Review


If the similarity in the name of the movie is able to resurrect images from Edward Zwick’s masterpiece ‘Blood Diamond’, you’d better stash those in some remote corner of your mind while watching ‘Blood Money’. ‘Blood Money’ is no ‘Blood Diamond’, and Kunal Khemu is no Leonardo DiCaprio despite the heavy resonances in the name and the theme of the two films. Whereas the latter was lauded as a brilliant movie of our times, the former will sink into some deep abyss of oblivion. Amen.

Cut to the story. Set in the contemporary South Africa, the diamond hub of the world, the film tries to usher relevance to the story with the setting. What it ends up as, is a dismal disappointment. Given the absolute absence of details and sharpness, the backdrop of South Africa hardly helps in exonerating the movie. For a film which attempts to delve into the darker recesses of the diamond industry, ‘Blood Money’ turns out to be exceptionally flimsy and shallow.

A newly-married couple, Kunal (Kunal Khemu) and Arzoo (Amrita Puri), move to Cape Town with dreams in their eyes and love in their hearts. Their starry-eyed wishes are fulfilled with the pace of a hurricane as soon as Kunal joins a diamond exports firm. And in case you are deceived by the extraordinarily ordinary reception that Khemu receives at work, review your thoughts. This is the man who has been awarded a sprawling, lavish bungalow the moment he joins work. No room for speculations here. We are treading on the grounds of the absurd.

Amrita Puri, whose funny role in ‘Aisha’ had been appreciated by people, has failed to emerge out of that cocoon. Puri speaks in the same way as her debut film, and leaves us to wonder whether she is the same behind cameras as well. Kunal Khemu’s tryst with acting might find a better viaduct somewhere else, not in ‘Blood Money’. And as far as his bootylicious co-worker Mia is concerned, she seems to have been incorporated into the movie solely for the purpose of titillating your fantasies. She sheds her clothes with amazing alacrity and leaves no stone unturned in seducing your faculties of reason and logic. So that after a point, you no longer care what the outcome of the apparently grisly tale of blood and money turns out to be.

The lackluster performances of the entire cast leave you gaping at the mindlessness of the film. And the fact that the songs do nothing to stamp their presence on your mind, don’t help either. Watch ‘Blood Money’ if you have absolutely nothing to do this weekend. Else invest your time in something more meaningful!

Jharkhand RS polls: ‘Election process seriously vitiated’

 In an uprecedented step, the Election Commission on Friday night countermanded the Rajya Sabha polls in Jharkhand in the wake of allegations of horse trading and seizure of over Rs 2 crore in cash, saying the election process there "has been seriously vitiated". 

"The Commission is satisfied that the current election process for Rajya Sabha election from Jharkhand has been seriously vitiated and cannot be permitted to proceed," the 3-member EC headed by Chief Election Commissioner SY Quraishi said in a 12-page order. 

"Accordingly, the Commission hereby recommends under Article 324 of the Constitution read with Section 21 of the General Clauses Act, 1897, to the President that she may be pleased to rescind the notification of March 12 calling upon the elected members of Jharkhand Legislative Assembly to elect two members to the Council of States," it said. 

While Rajya Sabha elections have been countermanded in the past, this is the first time that such a step has been taken on account of vitiation of the election process because of money power. 

The Commission's decision came after a day-long meeting to inquire into the source of the huge cash seizures made by Income Tax authorities in Ranchi this morning. 

The order came following complaints by several political parties to the EC over use of money power and horse trading in these polls.

The EC action comes in the wake of cash seizure of Rs 2.15 crore from a vehicle belonging to the brother of one of the independent candidates RK Agarwal on the outskirts of Ranchi early this morning ahead of the RS poll. 

Further enquiries by the EC in Jharkhand revealed that "prima facie, the source of the cash found in the vehicle is unexplained and is liable for seizure". 

"The person carrying the cash Sudhanshu Tripathy stated that the cash was handed over to him by Soumitra Sah, son-in-law of RK Agarwal. The same was to be handed over to a person named Khandelwal, the owner of a Ford Ikon showroom at Ranchi and the vehicle under reference is in the name of Suresh Kumar Agarwal, brother of RK Agarwal and the cash found appears to be without clear source and efforts are on to detect its real source", the EC said. 

Veteran lawyer and BJP MP Ram Jethmalani said the EC, by countermanding the RS elections in Jharkhand, has "set up an excellent precedent" while his party colleague Yashwant Sinha said he was happy with the EC decision as Rajya Sabha polls "have been a happy hunting ground for money bags". 

CPI leader Gurudas Dasgupta said the election laws should be amended and state financing should be there for the general elections, for state elections. As for RS elections, there should be no secret voting. Voting should be open". 

The report of Jharkhand Chief Electoral Officer to the EC said the Income Tax authorites "received information from a reliable source late on the night of 29th March, 2012, that cash would be transported from Jamshedpur to Ranchi for distribution in connection with the election. 

Therefore, with the help of the district police authorities, a picket was placed on Jamshedpur Ranchi highway (NH-33) at Rampur Haat to check the movement of suspicious vehicles. 

At around 6.30 am today, an Innova Car bearing Jharkhand registration number was nabbed with a person named Sudhanshu Tripathy carrying unaccounted cash to the tune of Rs 2.15 crore for the purpose of distribution in connection with the election on behalf of RK Agarwal, an independent candidate in the election. 

The cash was being carried by Tripathy who is an employee of Shah Sponge and Power Limited having its offices at Chaibasa and Jamshedpur. 

The Jharkhand CEO’s report, on which the EC acted, also said that apart from the intercepted vehicle, there was information about two more vehicles carrying unaccounted cash following the Innova from Jamshedpur but they went back to Jamshedpur along with the alleged cash after noticing that the Innova had been intercepted by the authorites. 

"The cash in the subsequent two vehicles was reportedly handed over at the residence of Prakash Khemani at Jamshedpur. A search action has been initiated at the residence of Khemani and surveys are being conducted at the office premises of Khemani and Shah Sponge and Power Limited at Jamshedpur with the authorisation of search issued by the Commissioner of Income Tax, Jamshedpur", the EC said. 

The Rajya Sabha election for the two seats in Jharkhand was necessitated on account of the expiry of term of Surendrajeet Singh Ahluwalia and Mabel Rebello who are due to retire on April 2. 

For filling up the two vacancies, five candidates filed their nominations including Pravin Kumar Singh of Jharkhand Vikash Morcha, Pradip Kumar Balmuchu of Congress, Sanjiv Kumar of Jharkhand Mukti Morcha and two independents Pawan Kumar Dhoot and Raj Kumar Agarwal. 

Ahead of the polls, Gurudas Dasgupta, sent a representation to the EC, citing media reports "on strong and tangible apprehensions about horse trading" to garner votes of vulnerable MLAs". 

A day later on March 27, Babu Lal Marandi, Member of Parliament and former chief minister of Jharkhand, called on the Commission with a delegation and presented a memorandum expressing similar concerns. 

Marandi’s letter was followed by another from JD(U) chief Sharad Yadav who also spoke of the possibility of use of money power in the elections. 

Taking note of these apprehensions, the Commission on March 27 instructed the Chief Secretary of Jharkhand and other authorities concerned to keep a strict watch on the situation and prevent any such incident.

Chandigarh girl Vanya Mishra was Friday night crowned as the Pantaloons Femina Miss India World 2012 in a glittering grand finale of the 49th edition of the beauty pageant.

The Miss India Earth title went to 24-year-old Prachi Mishra of Pune, while Chennai girl Rochelle Maria Rao, 23, was crowned as the Miss India International.

The trio, selected from 20 finalists, were crowned by last year`s winners Kanistha Dhankhar, Hasleen Kaur and Ankita Shorey.

The event was hosted by Ayushman Khurana and Manish Paul.

While 19-year-old Vanya will represent India at the Miss World 2012 Pageant, Prachi and Rochelle shall represent the country at Miss Earth 2012 Pageant and Miss International 2012 Pageant, respectively.

Femina will not send the beauties to the Miss Universe pageant as it had decided in 2010 to abstain from the event.

Nargis Fakri and Sonam Kapoor added Bollywood glamour to the ceremony, which was judged by Sonam, producer Ekta Kapoor, film director Rohit Shetty, actor Sonali Bendre, cricketer Harbhajan Singh, designer Raghavendra Rathore, managing director of Bajaj FimServ Sanjiv Bajaj, singer Sonu Nigam and TV actor Sakshi Tanwar.

Anonymous threatens to shut down Internet today


There is a strong possibility that you won't be able to indulge in your favourite internet activities like shopping and surfing on Saturday due to a hacking group - Anonymous - which has threatened to shut down the net.

"Operation Global Blackout 2012 looks to shut down the internet for a whole day today (Saturday) by disabling its core DNS servers, making websites inaccessible," said Interpol's Secretary General, Ronald K. Noble.

Noble was speaking at the thirteenth D.P. Kohli memorial lecture on "Multijurisdictional Investigation: Operation Unmask" in the capital.

According to Noble, "Anonymous" is protesting against several reasons including the crash of Wall Street and irresponsible leaders.

"Investigations have already been launched by Colombia, Chile and Spain as their private and public websites have been attacked by the group," he added.

Meanwhile, Interpol has launched Operation Unmask to deal with the group and arrested 31 alleged members in two different phases in February and March, 2012.

However, Anonymous vowed vengeance and retaliated through a global wave of cyber-attacks on Interpol Feb 28.

"At its peak, the wave reached 400,000 attacks per minute. My parents' home address and phone number were published on websites," said Noble.

According to Noble, there are around 2.3 billion internet users in the world and more than one million of them are affected by cybercrime every year while $388 billion dollars is the global cost of such crimes.

Vectra Group chairman Rishi under probe in Czech Republic too in Tatra matter


A day after the CBI registered a case in connection with alleged irregularities in the supply of all-terrain Tatra freight vehicles through the state-owned BEML to the Indian Army, it has emerged that Vectra Group chairman Ravinder Rishi – a majority stakeholder in Tatra – is under probe in the Czech Republic too in the Tatra matter.

The CBI had yesterday questioned Rishi – a British national of Indian origin – after booking him and unnamed officials of Defence Ministry, BEML and Army for alleged criminal conspiracy, cheating and relevant sections of Prevention of Corruption Act.

Rishi has so far refuted allegations of irregularities in the Tatra truks deal. But documents in possession of DNA newspaper show that a criminal complaint was filed against Rishi in the Czech Republic last year in the Tatra matter.

As per the complaint, Rishi misused his position in the board of Tatra Czech [the original equipment manufacturer (OEM) of Tatra trucks] to enable Tatra Sipox (UK) Ltd, a company Rishi’s Vectra Group incorporated in 1994 and now owns, to buy knock down trucks from Tatra Czech at below production cost. Tatra Sipox then sold the trucks to India’s BEML at a profit, causing huge losses to Tatra Czech since profits from the sale were being made by Rishi’s company, the newspaper reports citing the complaint.

“I hold for important the fact that TATRA Czech was selling Tatra truck to the British company [Tatra Sipox] margin-free, even at prices below the production costs. The entire margin, or all the profit from the transaction, has been earned by Vectra Limited in the UK,” states the complaint.

The complaint against Rishi was filed by Vaclav Laska, ex-chief at corruption watchdog Transparency International, following disclosures by a top Tatra Czech official. The investigations into the matter are being carried out by the Czech Republic’s Department for Detection of Corruption and Financial Offences.

The recent revelations hold significance in the wake of claims by Army Chief General VK Singh that he was offered a Rs14 crore bribe to clear a tranche of 600 sub-standard Tatra trucks.

Tatra trucks deal: CBI raids are still on


The CBI on Friday began searches at four places in Delhi and Bangalore in connection with the alleged irregularities in Tatra trucks deal. Reports said the raids are still on.

The development came hours after the agency registered a case in connection with the alleged irregularities and also called for questioning Vectra Group chairman Ravi Rishi, who is a majority stakeholder in Tatra.

British national Rishi, who is in the national capital for the Defence Expo, was last reported to be at the CBI headquarters for questioning in the case.

Rishi had earlier agreed to cooperate with the Central probe agency, which is probing the Army Chief’s claims that he was offered Rs 14 crore bribe to clear the purchase of 600 Tatra trucks.

According to reports, the FIR has been registered against the Vectra Group, which has a majority stake in the firm Tatra-Vectra and manufactures and supplies trucks to the Indian Army, and BEML - a defence PSU.

The FIR mentions several charges, including cheating and criminal conspiracy.

CBI Director AP Singh had examined a report forwarded by one of the joint directors of the agency who had opined that a case could be made out and a thorough investigation was required, the sources said.

The Defence Ministry has sent a reference to the CBI seeking a probe in the allegations. However, the agency is waiting for a complaint from Gen Singh before initiating a probe into his allegations.

The sources said based on the reference, two separate cases could be registered by the agency -- one related to the deal and another to the alleged bribery offer.

Rishi had earlier criticised the Army Chief for delaying the deal for trucks over alleged procurement related doubts.

Speaking to reporters, Rishi had maintained that there was nothing improper or illegal about previous Tatra truck-related procurements.

The businessman also went a step ahead to suggest that General Singh was more inclined towards giving the truck deal to another competitor called Ural.

The Tatra trucks have been used as missile carriers in the Indian Army for years.

Terming charges against the Vectra Group as baseless and unfounded, Rishi stated that large orders from the Indian Army come only after one year or one and a half years.

He had opined that the Army Chief may have blocked the Tatra deal for his own personal interests.

General Singh has questioned the procurement process and maintenance facilities related to Tatra trucks.

Reacting to alleged involvement of agents and lobbyists in placement of orders for the Tatra trucks, state-owned BEML chief V R S Natarajan has said, "In last 26 years, from 1986 onwards, BEML assembled manufactured, supplied 7,000 Tatra trucks. All of them have been done on single nomination basis, single inquiry basis.

"This type of equipment nobody in world makes, because of its superior technological features. When I am the single vendor and there is no competition, there is no influence required," he said.

The name of Tatra and Bharat Earth Movers Limited was taken by the Army in a press release issued by it on March 5, alleging that retired Lt Gen Tejinder Singh had offered a bribe on behalf of Tatra and Vectra Limited.

 A Rs 7 billion (USD 77 million) "drug quota allotment" scam allegedly involving Prime Minister Yousuf Raza Gilani' son has surfaced in Pakistan, Geo News reported.

A three-member Supreme Court bench headed by Chief Justice Iftikhar Mohammad Chaudhry heard a case on Thursday against the Health Ministry illegally allotting a quota of a bronchodilator drug "ephedrine" worth Rs 7 billion to two Multan-based companies.

The case was filed by Anti-Narcotics Force (ANF) to bring the culprits to the task but its lawyer, Abid Zulfiqar, pleaded before the court on Thursday that his client wanted to withdraw the case.

When the Chief Justice asked Zulfiqar what was stopping the ANF from pursuing the case, he revealed that ANF was under extreme pressure regarding its probe into the Health Ministry's violations of rules, while awarding a quota of 9,000 kg ephedrine drastically exceeding the legal limit of 500 kg.

The lawyer disclosed that one "Tauqeer Ali Shah", who claimed himself to be the secretary of PM Gilani's son Ali Musa Gilani, had been pressurising the ANF to sweep the case under the carpet.

In the line of duty, the ANF also tried to summon Ali Musa Gilani on March 12, but to no avail, the ANF counsellor told the court.

Besides, ANF chief Brig Fahim Chaudhry told the court that it was Secretary Anti-Narcotics Department who put a full stop to the investigation by stating that an important political personality was not happy with the probe.

Summoned all the parties, the Supreme Court later adjourned the hearing till April 20.

SC refuses plea seeking clemency for Balwant Singh Rajoana


 The Supreme Court on Friday refused to entertain a plea seeking clemency for Balwant Singh Rajoana, convicted for assassinating Punjab’s former chief minister Beant Singh.

The petition was moved by an NGO seeking a stay on Rajoana’s proposed execution on March 31.

Rajoana has himself neither challenged his conviction nor filed any mercy petition although Beant Singh’s relatives had forgiven him.

He had earlier asked the Akalis in a letter not to save him and claimed that they were pushing for a pardon out of fear of losing support in Punjab.

Chief Minister Beant Singh was assassinated by a human bomb, Dilawar Singh, just outside the Punjab secretariat on August 31, 1995. Rajoana was to serve as a back-up bomb in case Dilawar failed.

Rajoana and Jagtar Singh Hawara, the alleged mastermind, were awarded the death sentence. Hawara’s death sentence was commuted to life by Punjab and Haryana High Court. The appeal of another co-accused, Lakhwinder Singh, is pending before the Supreme Court.

Will Election Commission countermand Jharkhand Rajya Sabha polls


Two crores have been found this morning in a car in Ranchi. The vehicle belongs to a businessman whose brother, R K Agarwal, is contesting the Rajya Sabha elections from Jharkhand today. Mr Agarwal is an independent candidate.

The Election Commission has met this morning to discuss whether to countermand the election amid allegations of votes being bought. 17 MLAs have already voted for the two Rajya Sabha seats from Jharkhand.

The state has a notorious history of serving as an entry point to the Rajya Sabha for wealthy businessmen.

This time around, the Left's Gurudas Dasgupta had written to the Election Commission alleging that MLAs who vote for the Rajya Sabha MPs are being "horse-traded." He also complained that Jharkhand has begun hosting outsiders with little or no experience in politics as candidates for the Rajya Sabha.

The most controversial candidate this year was Anshuman Mishra, an NRI who resides in London. He was initially offered support by the Bharatiya Janata Party (BJP) but withdrew from the election after some of the party's most senior leaders said they would ask BJP MLAs to vote against him. R K Aggarwal, who is being backed by the Jharkhand Mukti Morcha (JMM), is a businessman from Chhattisgarh. Another candidate, Pawan Kumar Dhoot is a businessman from Kolkata.

Producers of 3 cast gagging order to stop web leaks


After the Kolaveri viral comes a John Doe order! It may sound strange, but the producers of the Dhanush-Shruti Hassan starrer, 3, obtained a gag order against the Internet distribution of the film from the Madras High Court on Thursday.

The court has restrained BSNL and other Internet Service Providers (ISP) from copying and broadcasting the movie or its songs either in full or in parts after a petition was filed.

This is the first of its kind John Doe order from the Madras High Court, granting injunction against anonymous people who might be committing a breach of the rights of the plaintiff.

The John Doe order is well entrenched in the judicial system of the US, Britain, Canada and Australia but is still in its infancy in India.

The film will be released in Hindi and Telugu apart from Tamil on Friday (today). The Hindi version is aimed at wooing a larger audience base and has already been sold for an undisclosed sum. 3 generated a lot of pre-release hype with the Tanglish hit Kolaveri Di and a reported lip-lock between the lead pair.

Now, the makers have turned shy of the Internet after receiving too much publicity. This came as a surprise as the film's promotional song Kolaveri Di became a national anthem via the Net with more than 50 million hits on YouTube to date.

In her order, Justice KBK Vasuki also restrained distribution of the movie through DVD, VCD and YouTube as well as other social networking sites. Further hearing in the case is on April 18.

The strict order by the court has helped the film in drawing the audience to the ticket counters. The weekend bookings for the movie are almost full.

There was a long queue of Dhanush fans at the ticket counters for an advance booking for the weekend.

The online ticket booking sites claimed that all the tickets were sold within a few hours.

However, other film producers did not seem bothered with the hype surrounding 3. At least two new Telugu films - Lovely and Balaraju Aadi Bammardhi - clashes with 3. The Hollywood film Wrath of The Titans may give stiff competition to the Dhanush-Shruti starrer as well.

The film marks the coming together of Rajinikanth and Kamal Hassan - the two heavy weights of the southern film industry.

Kamal's daughter Shruti Hassan is paired with Dhanush who is married to Rajinikanth's daughter Aishwarya. The film has been directed by Aishwarya also.

National Green Tribunal suspends environmental clearence to Posco plant


The National Green Tribunal on Friday suspended an environmental clearance given to South Korean steelmaker Posco to build a steel plant in the eastern state of Odisha.

The National Green Tribunal's ruling is likely to further delay the project, already beset with protests from local landowners who don't want to give up their land for the factory.

The tribunal has asked the ministry of environment and forests to review the project afresh.

The ministry had last year given Posco approval to build a steel plant with a capacity of 4.0 million metric tons a year. It had also given the company clearance for a 400 megawatt power plant and a port to handle raw materials and finished goods.

The ministry's approval had restarted the project which had failed to take off the ground for nearly six years after Posco signed an initial agreement with the state government of Odisha.

The original plan was to build a 12-million-ton plant with an estimated cost of USD 12 billion, billed as the biggest-ever foreign investment commitment to India.

When it gave the approval last year, the ministry said the plant's expansion beyond 4.0 million tons would require the company to again seek environmental clearance.

'US to rely on India if Pak doesn't open NATO route'


The US will have to default and rely on India and Northern Distribution network if Pakistan does not open up its crucial Afghan supply route, a top Pentagon official told lawmakers on Thursday.

However, the Pentagon official testifying before a Congressional subcommittee did not gave details of the Indian network, on which it can depend for its crucial supplies to Afghanistan.

"If we can't negotiate or successfully negotiate the reopening of the PAK GLOC (Ground Lines of Communication) we have to default and rely on India and the Northern Distribution Network, our increased strat airlift," Marine Corps Lieutenant General Frank Panter, the Deputy Commandant for Installations and Logistics, told lawmakers.

Both are expensive propositions and it increases the deployment or redeployment, Panter said in his testimony before the Readiness Subcommittee of the House Armed Services Committee.

Islamabad has closed the NATO supply route after the November 26 cross-border fire that killed 24 Pakistani soldiers.

At the same time, the Pentagon official indicated that this (India) is a sensitive issue.

"There's always that sensitive issue about the nations. We're dealing with the Indian network in itself. If for some reason there's additional political strain related to these countries, that restricts the flow as well. Redeployment timelines, by not being able to use the PAK GLOC, will increase along with, as you mentioned, ma'am, the cost as well," he said.

"Despite all these challenges, though, TRANSCOM and CENTCOM, they do have mitigation strategies in place. I would be more than happy to talk about those as well. There are quite a few of them. But negotiations are ongoing, as you know, to reopen the PAK GLOC," Panter said.

Army Lieutenant General Raymond Mason, Deputy Chief of Staff, Logistics, said the Pak GLOC is critical and it has been closed since November.

"The good news is, because of a lot of really great planning, our logistics situation is in very good shape. Fuel we watch very closely," he said.

"But back to the issue of retrograde out of Afghanistan. We're getting it out by air, so as aircraft come in and we fill the aircraft as they depart, both Air Force aircraft as well as commercial aircraft so we're using every available aircraft to go back out again," Mason said.

"The Northern Distribution Network, it's three to four times more expensive because it's three to four times lengthier. It's very complicated, a variety of different methods -- rail, ferries, truck -- so significant amount of changing and loading and unloading, so that adds to the cost as well," he added.

Chairman of the Jammu Kashmir Cricket Association (JKCA) Mohd Aslam Goni has been appointed as the manager of the Team India for the one-off T20 match against South Africa despite being allegdly involved in multi-crore cricket scam.

His appointment came at a time when the members of his own cricket association are demanding his resignation.

He, along the team, left for South Africa on Wednesday to play one-off T0 match against the hosts.

Fear of China scuttles move for BRICS bank


BRICS nations on Thursday decided to examine the viability of a development bank for developing countries, besides agreeing to make it a little simpler for those trading within the group by settling transactions in local currency.

But in both cases, the outcome fell short of expectations as four members - India, Russia, Brazil and South Africa - seemed to fear the clout that China would enjoy if the proposal to set up a bank and move to a single currency went through.

As a result, finance ministers have been tasked to study the feasibility of a multilateral agency modeled on the lines of the World Bank or the Asian Development Bank to generate resources for funding infrastructure and core sector projects in the BRICS nations as well as other emerging economies. The idea is also to ensure adequate financing during a period of global economic uncertainty. The joint working group will submit a report at the next meeting, a joint declaration said.

On the issue of making credit available, the five countries signed a master agreement to ensure that purchases from the other members of the groups are settled in local currency. Although the stated goal is to boost trade within the group by cutting down on transaction cost, the move is being seen as a step towards replacing dollar as the main currency of trade. Once the arrangement is in place, funds routed through the five designated banks, an Indian buyer can make the payment to a Chinese supplier in yuan instead of first converting the rupee into dollars and then reconverting it into the Chinese currency.

Although the summit may have ended a little short of expectations on the overall substance, the five countries were not short of words. They blamed the US and Europe for generating excessive liquidity in the global financial system as part of their strategy to boost local economic activity. On Wednesday, Brazilian President Dilma Rousseff had said that the steps taken in the developed countries had created "monetary tsunami" as most BRICS nations had to initiate measures to check excessive volatility in capital flows and commodity prices. "It is critical for advanced economies to adopt responsible macro-economic and financial policies, avoid creating excessive global liquidity and undertake structural reforms to lift growth that create jobs," the Delhi Declaration said.

Arvind Kejriwal renews attack on 'criminal' MPs


Striking a defiant note, Arvind Kejriwal on today replied to the privilege notices served on him for "insulting" Parliament, saying how can he respect the institution which has MPs with "criminal background".

The Team Anna member alleged that all the parties are responsible for bringing Parliament to disrepute as 162 MPs with criminal background have managed to get into it.

"There was a Parliament in which Lal Bahadur Shastri resigned (from the post of railway minister) following a train accident. I would like to sacrifice anything for such a Parliament but how will I respect Parliament of present days," Kejriwal said in the letter.

He also alleged that industrialists, who were not known for any public service, have managed to get into Parliament with the help of various parties.

"They enter Parliament to further their business interest. If this is not misuse of Parliament, if this is not insult to Parliament then what is it," he asked.

Besides Congress MP Sajjan Singh Verma, RJD MPs Rajniti Prasad and Ram Kripal Yadav had served a privilege notice against Kejriwal for calling MPs "rapists, murderers and looters" during an election campaign rally last month.

The Lok Sabha Secretariat has sought reply from Kejriwal following the receipt of the notices.

"Received privilege notices from Rajniti Prasad and Ram Kripal Yadav also...Rajniti Prasad is the same MP who tore the Lokpal Bil in Parliament. Did he insult Parliament or did I insult Parliament?" Kejriwal had tweeted after he got the notices.

Earlier in September last year, Kejriwal was served a notice for making "derogatory" remarks against Parliamentarians during Hazare's agitation in Ramlila Maidan.

"In this Parliament, 163 members have cases of heinous offences against them. In this Parliament, rapists are sitting, murderers and looters are sitting. How can you expect Jan Lokpal Bill to be passed by Parliament? How can you expect that you can get reprieve from poverty and corruption," Kejriwal had said on February 25.

Talking to reporters today, Kejriwal also said that Team Anna will soon write to the Prime Minister Manmohan Singh providing evidence against 14 Union Cabinet ministers whom he had named as "corrupt".

Hazare had set a deadline of August to register FIR against these ministers and warned the government that they will launch 'jail bharo' agitation, if it is not done.

CAG exposes multi-crore land scam in Andhra Pradesh


The "benevolence" of the Congress government in Andhra Pradesh in allocation of land (irregularly) for different purposes has caused enormous monetary loss running into several thousand crores of rupees between 2006 and 2011, the Comptroller and Auditor General (CAG) has said.

Alienation/allotment of land by the AP government during 2006-11 was characterised by grave irregularities, involving allotment in an ad-hoc, arbitrary and discretionary manner to private persons and entities at very low rates, without safeguarding the financial and socio-economic interests of the state, the CAG said in its audit report for 2010-11 which was tabled in the Assembly on Thursday.

Most of these allotments were made during the tenure of the late Chief Minister YS Rajasekhara Reddy (who was in power between 2004 and 2009).

In a large number of cases of land allotment, the state government ignored the prescribed procedures and disregarded "canons of financial propriety", the CAG noted.

Audit scrutiny revealed that undue benefit of Rs 1,784 crore was given to various entities and persons, due to the difference in the rates at which land was allotted and the market value as recommended by the District Collector concerned or the Empowered Committee (headed by the Chief Commissioner of Land Administration).

"During 2006-11, the state government alienated/ allotted 88,492 acres of land to 1,027 beneficiaries. In the 11 sampled districts, 459 allotments were made, involving 50,285.90 acres of land. Of these, 409 cases were scrutinised in audit.

"Audit found that land allotments for commercial purposes were not made in a fair, consistent and transparent manner so as to serve the public interest," the CAG observed.

The Government was yet to realise the cost of land alienation in 60 cases in 11 districts, resulting in dues amounting to Rs 2,559 crore, the auditor said.

This was the first time that the CAG has come out with a comprehensive audit report on land allotments in AP even as the doles of the YSR Government remained a subject of major scandal and controversy in the last few years.

Among the major findings of the CAG were the irregular allotment of thousands of acres of land to former Karnataka minister Gali Janardhana Reddy's business ventures, the proposed Lepakshi Knowledge Hub in Anantapur district and the Vanpic port project, all of which incidentally are being probed by CBI as part of inquiry into the amassing of illegal wealth by YSR's son and Kadapa MP YS Jaganmohan Reddy.

The CAG, in a way, endorsed the allegations levelled by all Opposition parties in the state over the allotment of land in total violation of rules.

"An extent of 3,115.64 acres of land in Jammalamadugu mandal in Kadapa district was allotted to Brahmani Industries Ltd (of Gali Janardhana Reddy) for setting up a commercial airport and flying academy, in violation of Government of India's policy on setting up of commercial airports, and without verifying the suitability of the site and viability of the project. It overlooked the fact that the Kadapa airport was just 50 km away," the CAG report pointed out.

Although the land required for the proposed airport was only around 2,500 acres (as observed by Principal Secretary-Industries and Infrastructure Department), the extent of land alienated was 3,115.64 acres. Thus, an excess allotment of 615.64 acres was made in this case, it said.

The decision to alienate land to Brahmani Industries (BIL) was taken by the Council of Ministers (headed by YSR) even though all the facts were brought to its notice by CCLA, who had also cautioned the Government against the viability of setting up a second airport in the same area, it said.

Alienation of government land to BIL was thus injudicious and in violation of all the established rules and good practices. It clearly amounted to an undue favour to the company without any justification, the CAG observed.

Not stopping at that, another 10,760.66 acres of land in the same mandal was allotted to Brahmani Industries for a green-field Integrated Steel Plant. This involved illegal alienation of 674.58 acres of water bodies and allocation of 2 tmc feet of water from the Gandikota Reservoir without environmental clearance or independent examination of the project report. As of November 2011, even the first phase of construction had not been completed, the CAG noted.

Favours under the YSR Government were also allegedly extended to Gali Janardhana Reddy's Obulapuram Mining Company (OMC), which has figured in illegal mining activities.

The request of OMC, which had unauthorisedly occupied Government lands, for grant of lease of 413.81 acres was turned down by Anantapur District Collector in August 2008.

However, within a month thereafter, this position was reversed by the Collector who, at the request of state-run APIIC, recommended alienation of 304.66 acres of land (for transfer to OMC) for establishment of an industrial park. The reasons for reconsidering the lease or alienating the land were not recorded, the CAG observed.

The State Government lost revenue of Rs 874.03 crore by alienating 881.32 acres in Mamidipally Village, Ranga Reddy District to APIIC at a meagre cost. APIIC, in turn allotted 500 acres of this land at very low rates to Indu Tech Zone and Brahmani Infra Tech even before orders of alienation were issued, the CAG said in another observation.

The state government has been a "mute spectator" to encroachment of its lands. Instead of instituting a mechanism for preventing and detecting illegal encroachments and dealing with them swiftly and effectively, in a sense, it has fuelled encroachments by regularising 14,878 of such unauthorised encroachments involving 21 lakh sq yards of land, collecting a meagre revenue of Rs 63.71 crore, the CAG maintained.

"The Comptroller and Auditor General of India has been pointing out, in his Audit Reports, year after year, several irregularities relating to allotment of land by the Government of Andhra Pradesh.

The state government, however, is yet to take corrective measures in this regard and come up with a comprehensive policy relating to alienation/allotment of land.

The Government had also not formulated any land use policy defining its sector-wise priorities in utilisation/allotment of land for the present and future needs for socio-economic development of the state," the CAG report observed.

AK Antony was aware of Tatra scam since 2009


Even as Defence Minister AK Antony is seeking to assure transparency in defence procurement, it appears that he may have more to explain, especially in the controversial Tatra trucks deal.

According to documents available with DNA newspaper, Antony knew of the Tatra trucks scam as early as 2009 but he chose not to act on the matter.

This is in contrast to his claims made in Parliament that Army Chief General VK Singh had informed him in September 2010 that he was offered a bribe of Rs 14 crore to clear the purchase of a tranche of 600 Tatra trucks.

Antony had told Parliament that he had asked the Army Chief to act in the matter and take action against the person guilty, but the latter chose not to pursue it. Due to this, Antony said, he could not act as he had not got any “written complaint”.

However, DNA reports that Union Health Minister Ghulam Nabi Azad, also a senior Congress party leader, had written to Antony on October 5, 2009 on behalf of Congress chief Sonia Gandhi seeking “necessary action” in the Tatra case.

The Defence Ministry’s Department of Defence Production had even replied on October 22 that year stating that a probe was underway into the Tatra trucks deal.

“I would like to inform you that the matter is being examined in this ministry… the examination may take some time. As such, the minister (Azad) will be communicated after detailed examination of the case at appropriate level,” the letter stated.

Azad’s letter followed a complaint made in August 2009 to Sonia Gandhi by Dr D Hanumanthappa, president of the Karnataka wing of All India Federation of SC/ST/Backward Class and Minority Employees Welfare Association, alleging the BEML was purchasing Rs 6,000 crores worth of Tatra trucks from a UK agent and not from the Original Equipment Manufacturer (OEM), which was against established defence procurement rules.

BEML is the nodal agency appointed by the government to procure trucks for the Indian Army.

Dr Hanumanthappa says he had “met Sonia Gandhi and Defence Minister Antony personally” and got assurance of necessary action in the matter. “However, until today, I have not received any response on what happened to my complaint,” he said.

Apart from Antony, even then Union Law Minister Veerappa Moily was made aware of the scam.

Moily too had assured Dr Hanumanthappa of action in the matter but nothing happened on that front too.

Censor Board hates Paoli Dam’s sex talk in "Hate Story"


Director Vivek Agnihotri is miffed. Thanks to the censor board, Paoli's explicit sex talk in the controversial promo of " Hate Story" will now have to be beeped changing the thrust of the film from being an erotic thriller to a mushy, romantic movie.

Says Vivek, "The censor board has old-fashioned people and we have no choice but to live with the norms. The soap operas show so much of vulgar stuff and yet, no one has any problem with that. Lovemaking scenes are being shown on television. There is so much of vulgarity in the minds of characters from popular serials. But no one is bothered.

When it comes to the promos, we are told that we have to mute certain words. We have to cut a few things here and there. The scene where Paoli says: 'Main iss shehar ki sabse badi r**di banna chahti hoon (I want to be the biggest whore in the city)' and 'I f**k those who f**k with me' will be there though the words will be beeped. The result is that the promo is not representing the boldness of the movie. It's like buying a Merc but still having to negotiate bad traffic. However, when it comes to my film, I will not cut anything and will fight till the end. Mine is an adult film. It is not for kids and not meant for adults who think like kids."

However, the promos on YouTube will remain uncensored. "YouTube has very international laws of censorship. We are also finding out ways of using the digital media to screen these promos. We have a confused government and don't know what to do with life," he says.

Talking about performances, Vivek says he is lucky to have got someone like Paoli Dam who is "hungry to make a mark in Hindi cinema" and her ease to shed her voluptuous look. "Voluptuousness doesn't work in Bollywood. It might work in South Indian and Bengali cinema. But in Bollywood, the rules are different. Kareena too changed herself when she went for size zero.

What about rumours that her character is to some extent modelled on that of Sharon Stone in " Basic Instinct"? "This is the most original script by Vikram Bhatt. It has an Indianized commercial setting," the director says,

Kareena to do item number in Madhur Bhandarkar`s `Heroine`.


Actress Kareena Kapoor, who has lately been doing many item numbers in Bollywood, is gearing up for her next item song in Madhur Bhandarkar`s `Heroine`.

"We have a new item song called `Halkat Jawani` which is a wonderful song that will be picturised on Kareena Kapoor. I am sure the audiences will love this song. This film `Heroine` will be a different sort of film for Kareena Kapoor," Bhandarkar told.

Directed by Bhandarkar, the film has Kareena and Arjun Rampal in the lead.

The director says 40 percent of the shooting has been done.

"Forty percent of the film has been finished. From (April) 10th, we will again have a nonstop shooting and by September the film will be released," he said.

Bhandarkar also sought to deny speculation that the film is based on Manisha Koirala`s life.

"This film is not based on Manisha Koirala. It is absolutely wrong. Lot of things had been written about the film before. I have created a character called Mahi Arora who is today`s girl. The film is all about how she witnesses the ups and downs in her life," he said.

Dino Morea: Keep ‘porn star’ tag away from Sunny Leone


Sunny Leone has certainly signed an A-grade film in Bollywood, but her image of a porn star is yet to leave her. Though the actress herself is busy reminding her followers on Twitter to keep checking her adult website, co-producer of ‘Jism 2’, Dino Morea has problems with people still addressing her as a ‘porn star’.

The model-turned-actor-turned producer wonders why people have been speculating the casting of Sunny Leone in a Bollywood film.

Talking to a leading daily during an interview, Morea said, “Sunny Leone is much talked about for her casting in Jism 2. I don`t understand what`s the hoopla all about? That she was a porn-star?”

Defending Sunny’s past profession, Morea said, “But she has not done anything wrong - porn is legal in the country she hails from. Keep that tag away from her.”

Dino is one among the many in the country who have been smitten by this pretty girl.

“She is a fantastic and beautiful person. She is so endearing that anybody can fall in love with her. She is rehearsing for her role and is working hard to settle in Bollywood(sic),” Dino said.

Well…looks like the makers of ‘Jism 2’ don’t want any reference of porn made with respect to their film.

'Pushed to a corner', Iran could drop a bomb


Pre-emptive military strikes aimed at forcing Iran to abandon its nuclear activities may end up having the opposite effect: convincing the Islamic Republic's leaders they need an atomic arsenal to secure their hold on power.

That is the argument from those in the West and elsewhere who say the negative impact of an Israeli or US attack would eventually outweigh any gains - pushing Iran towards a decision that Western intelligence services believe it has not yet taken.

"It is difficult to see a single action more likely to drive Iran into taking the final decision to acquire nuclear weapons than an attack on the country," the Foreign Ministers of Sweden and Finland said in an opinion piece in the New York Times. "And once such a decision was made, it would only be a matter of time before a nuclear-armed Iran became a reality," Carl Bildt (Sweden) and Erkki Sakari Tuomioja (Finland) added.

Israel says Iran's nuclear ambitions are a threat to the Jewish state's very existence and that time is running short to stop Tehran taking the irreversible step of acquiring the bomb.

But an attack may delay Iran's nuclear drive only by a few years and would probably lead to an acceleration of the atomic programme, the expulsion of UN inspectors and the Iranian people rallying around their leaders, the International Crisis Group think-tank said in a report citing unnamed US officials.

"Once UN inspectors are expelled, Iran could reconstitute its nuclear infrastructure, this time unambiguously geared to producing a bomb," said ICG analyst, Ali Vaez.

A similar message came from former CIA director Michael Hayden, who said the George W Bush administration had concluded that a strike on the Islamic Republic's nuclear sites was a bad idea, according to a Foreign Policy magazine blog.

An attack would guarantee the very thing that the West was trying to prevent - "an Iran that will spare nothing to build a nuclear weapon and that it would build in secret", Hayden was quoted as telling reporters and experts in January.

Iran is relatively weak in conventional weaponry, compared to Israel and other Middle Eastern states, and may feel it has little choice but to develop nuclear bombs if "pushed into a corner", said military researcher Pieter D Wezeman.

"If Israel or the US would try to attack Iran and its strategic centres and its industry, Iran basically does not have the conventional means to defend itself," Wezeman, of the Stockholm International Peace Research Institute, said.

"Based on that weakness they are likely to find nuclear arms an interesting option. They don't want to be seen as losers, not internationally and not within Iran."

Any such feeling of military vulnerability in Iran - which often accuses adversaries of plotting to overturn its Islamic Revolution - would be compounded by Israel's assumed nuclear arsenal and the still strong presence of US armed forces in the volatile Gulf region.

"Zone of immunity" worries Israel

There is general agreement among Western powers that Iran has already taken steps that would give it the option of becoming a nuclear-armed power, if it so decided.

It has ramped up its uranium enrichment, the UN nuclear watchdog said last month, voicing "serious concerns regarding possible military dimensions" to the nuclear activities.

Western experts say Iran now has enough refined uranium -material which can yield energy or weapons, depending on the level of enrichment - for four bombs if processed much further.

Crucially, however, the US administration has concluded that Iranian leaders have not decided whether to actively construct a nuclear weapon.

"The US intel community says with high confidence that Iran has made a capability decision, not a bomb decision," said Jim Walsh, a research associate at the Massachusetts Institute of Technology (MIT). "Bombing them will produce a bomb decision, and that will be very difficult to stop."

Iran expert Trita Parsi said: "You can't convince a country that it doesn't need a nuclear deterrence by bombing it."

But Bruno Tertrais of the Strategic Research Foundation, a French think-tank, said nobody could claim to know the impact of an attack and he suggested it could be difficult for Iran to launch a nuclear weapons bid afterwards. "Iran would be closely monitored and would then take the risk to be bombed again, before it actually produces deliverable weapons," Tertrais said.

"One needs to differentiate between an Israeli and an US operation: the latter would be bigger, leave few stones unturned, and might very well shake up the foundations of the regime."

Israel has threatened Tehran with pre-emptive strikes if diplomacy fails to stop its nuclear progress. US President Barack Obama said all options are on the table, including possible military action, in dealing with Tehran.

Israel worries that Iran will soon have moved enough of its nuclear programme underground as to make it virtually impervious to a unilateral Israeli attack, creating what Defence Minister Ehud Barak has referred to as a "zone of immunity".

But Obama - who has accused US Republican presidential candidates of "beating the drums of war" while failing to consider the consequences - is also encouraging Israel to give sanctions against Iran more time to have an effect. The Jewish state this week played down the prospect of an imminent attack, saying Iran's nuclear programme could still be set back by sanctions and sabotage.

Six world powers and Iran are in mid-April expected to resume long-stalled negotiations aimed at finding a diplomatic resolution to the nuclear dispute, a dialogue which may for now cool speculation of imminent war. "I'm not optimistic on the talks, but I do think they could at the very least open a temporary breathing space for all sides," said Gala Riani of risk consultancy, Control Risks.

Gunmen kill UN employee, attacks in southwest Pakistan


Quetta: Police say gunmen have killed six people in a pair of attacks in southwest Pakistan, one of which targeted local UN employees.

Police officer Rustam Khan says gunmen attacked a car carrying local staff of the United Nations Food and Agriculture Organisation in Baluchistan province's Mastung district on Thursday, killing two people.

A UN official said the two killed were a driver and a member of the group's project staff. Another member was wounded.

The official spoke on condition of anonymity because he was not authorised to talk to the media.

Police officer Shaukat Khan says gunmen on motorcycles opened fire on a passenger van in Quetta, the capital of Baluchistan province, killing four Shi’ite Muslims in an apparent sectarian attack.

Hyundai Motor India launched new Hyundai i20


Hyundai Motor India has launched a new version of its premium compact car i20 priced up to Rs 7.67 lakh.

The all new 'iGen i20' will replace the existing i20. The petrol variants of the new version is priced from Rs 4.73 lakh to Rs 6.65 lakh,  the company said in a statement.

The diesel variants will be priced from Rs 5.96 lakh to Rs 7.44 lakh and the automatic variant at Rs 7.67 lakh, it added.

While the petrol variant is powered by 1.2 litre engine, the diesel option has a 1.4 litre engine.

Pakistan has an addiction using militants against India


Pakistan has an "addiction" of "playing around" with militant groups against India, a top Pentagon official has said.

"They have an addiction to playing around with militia groups to achieve certain interests, particularly vis-à-vis India. That gets them in all kinds of trouble," Michael Sheehan, Assistant Secretary of Defence for Special Operations/Low-Intensity Conflict, told lawmakers at a Congressional hearing.

Responding to questions, Sheehan said the US has been having discussion with Pakistan in this regard, but without much success.

"We've had these conversations with them forever about that. I don't see that changing. I don't see any set of talking points that's going to be delivered by some new diplomat that's going to change their mind," Sheehan said, adding the US has virtually "given up" in its effort to change the mindset of Pakistan with regard to India.

"It's the way they view the world. We have to understand the way they view the world and try to work through it. But it's not going to be easy, but I think at the end of the day we have been successful in the FATA in degrading al Qaeda over the last 10 years despite all these problems.”

"And I think that we're going to continue to work through it and hopefully again have another 10 years of success in degrading al Qaeda's strategic capability in the FATA and elsewhere," Sheehan said.

BRICS summit starting today in Delhi


BRICS summit kicks off in New Delhi today where leaders of the emerging economies - Brazil, Russia, India, China and South Africa are set to discuss trade ties and several global issues.

New areas of cooperation are expected to be discussed at the meeting, said an official release.

Trade Minister Anand Sharma said, "There is a large untapped growth potential of intra-BRICS trade and investments which we are presently focusing on for exploitation."

Besides, the development banks of BRICS are in advanced stage of reaching a pact for extending cross-country credit in local currencies of the member countries, he said.

The theme of the 4th BRICS Summit is 'Partnership for Stability, Security and Growth'. The last summit was held in China in April, 2011.

The US is looking forward to the outcome of the New Delhi summit.

"We obviously look forward to hearing the outcomes of the BRICS country summit. I don't think we're going to prejudge them before they've had their meeting," State Department spokesperson, Victoria Nuland, told reporters.

Mumbai, Miami on list for big weather disasters


 Global warming is leading to such severe storms, droughts and heat waves that nations should prepare for an unprecedented onslaught of deadly and costly weather disasters, an international panel of climate scientists said in a new report issued Wednesday.

The greatest threat from extreme weather is to highly populated, poor regions of the world, the report warns, but no corner of the globe — from Mumbai to Miami — is immune. The document by a Nobel Prize-winning panel of climate scientists forecasts stronger tropical cyclones and more frequent heat waves, deluges and droughts.

The 594-page report blames the scale of recent and future disasters on a combination of man-made climate change, population shifts and poverty.

In the past, the Intergovernmental Panel on Climate Change, founded in 1988 by the United Nations, has focused on the slow inexorable rise of temperatures and oceans as part of global warming. This report by the panel is the first to look at the less common but far more noticeable extreme weather changes, which lately have been costing on average about $80 billion a year in damage.

"We mostly experience weather and climate through the extreme," said one of the report's top editors, Chris Field, an ecologist with the Carnegie Institution of Washington. "That's where we have the losses. That's where we have the insurance payments. That's where things have the potential to fall apart.

"There are lots of places that are already marginal for one reason or another," Field said. But it's not just poor areas: "There is disaster risk almost everywhere."

The report specifically points to New Orleans during 2005's Hurricane Katrina, noting that "developed countries also suffer severe disasters because of social vulnerability and inadequate disaster protection."

In coastal areas of the United States, property damage from hurricanes and rising seas could increase by 20 percent by 2030, the report said. And in parts of Texas, the area vulnerable to storm surge could more than double by 2080.

Already US insured losses from weather disasters have soared from an average of about $3 billion a year in the 1980s to about $20 billion a year in the last decade, even after adjusting for inflation, said Mark Way, director of sustainability at insurance giant Swiss Re. Last year that total rose to $35 billion, but much of that was from tornadoes, which scientists are unable to connect with global warming. U.S. insured losses are just a fraction of the overall damage from weather disasters each year.

Globally, the scientists say that some places, particularly parts of Mumbai in India, could become uninhabitable from floods, storms and rising seas. In 2005, over 24 hours nearly 3 feet of rain fell on the city, killing more than 1,000 people and causing massive damage. Roughly 2.7 million people live in areas at risk of flooding.

Other cities at lesser risk include Miami, Shanghai, Bangkok, China's Guangzhou, Vietnam's Ho Chi Minh City, Myanmar's Yangon and India's Kolkata. The people of small island nations, such as the Maldives, may also need to abandon their homes because of rising seas and fierce storms.

"The decision about whether or not to move is achingly difficult and I think it's one that the world community will have to face with increasing frequency in the future," Field said in a telephone news conference Wednesday.

This report — the summary of which was issued in November — is unique because it emphasizes managing risks and how taking precautions can work, Field said. In fact, the panel's report uses the word "risk" 4,387 times.

Field pointed to storm-and-flood-prone Bangladesh, an impoverished country that has learned from its past disasters. In 1970, a Category 3 tropical cyclone named Bhola killed more than 300,000 people. In 2007, the stronger cyclone Sidr killed only 4,200 people. Despite the loss of life, Bangladesh is considered a success story because it was better prepared and invested in warning and disaster prevention, Field said.

A country that was not as prepared, Myanmar, was hit with a similar sized storm in 2008, which killed 138,000 people.

The study forecasts that some tropical cyclones — which include hurricanes in the United States — will be stronger because of global warming. But the number of storms is not predicted to increase and may drop slightly.

Some other specific changes in severe weather that the scientists said they had the most confidence in predicting include more heat waves and record hot temperatures worldwide and increased downpours in Alaska, Canada, northern and central Europe, East Africa and north Asia,

IPCC Chairman Rajendra Pachauri told The Associated Press that while all countries are hurt by increased climate extremes, the overwhelming majority of deaths occur in poorer, less developed places. Yet, it is wealthy nations that produce more greenhouse gases from burning fossil fuels, raising the issue of fairness.

Some weather extremes aren't deadly, however. Sometimes, they are just strange.

Report co-author David Easterling of the National Climatic Data Center says this month's US heat wave, while not deadly, fits the pattern of worsening extremes. The US has set nearly 6,800 high temperature records in March. Last year, the United States set a record for billion-dollar weather disasters, though many were tornadoes.

"When you start putting all these events together, the insurance claims, it's just amazing," Easterling said. "It's pretty hard to deny the fact that there's got to be some climate signal."

Northeastern University engineering and environment professor Auroop Ganguly, who didn't take part in writing the IPCC report, praised it and said the extreme weather it highlights "is one of the major and important types of what we would call 'global weirding.'" It's a phrase that some experts have been starting to use more to describe climate extremes.

Field doesn't consider the term inaccurate, but he doesn't use it.

"It feels to me like it might give the impression we are talking about amusing little stuff when we are, in fact, talking about events and trends with the potential to have serious impacts on large numbers of people."

Now Army Chief want probe against a serving Lt General


After alleging that he was offered a bribe of Rs 14 crore for clearing a deal and exposing the gaps in the country’s military preparedness, Army Chief General VK Singh now want a probe against a serving Lt General Dalbir Singh Suhag.

Reports, Thursday, claimed that the Army Chief has sent a letter written by Trinamool MP Ambika Banerjee (originally addressed to the Defence Minister AK Antony and Prime Minister) to the Central Bureau of Investigation (CBI), which calls for a probe against Lt General Suhag.

Importantly, Lt Gen Suhag commands the Dimapur-based 3 Corps and is in line - after Lt General Bikram Singh- to be Army Chief.

The letter, in question, was written in May 2011 where the Trinamool MP had alleged 'procurement scams' in the “secretive” Special Frontier Force (SFF), when Lt Gen Dalbir Singh was its Inspector General. Notably, the SFF is under the administrative control of the Research & Analysis Wing (RAW), which is country’s premiere foreign spy agency.

In his letter, Banerjee had named several Army officers, including a former Army Chief, who allegedly received huge kickbacks for defence procurements and amassed “huge” disproportionate assets.

Banerjee also named the middlemen, who allegedly dealt with these procurements. According to the Trinamool MP, the alleged pay-offs were made for the purchase of night-vision devices, communication systems, weapons as well as parachutes.

The Army Chief’s ‘letter bomb’ reached the CBI headquarters barely a day after a team from the agency visited his office to begin a “comprehensive” probe into the bribery charges made by him against Lt Gen Tejinder Singh.

In his letter to the central probe agency, Gen VK Singh had asked the CBI to take Banerjee’s allegations seriously. Another interesting aspect of this new development is the timing of Gen VK Singh’s letter to the CBI as a Delhi Court is likely to hear today a defamation case filed by Lieutenant General (Retired) Tejinder Singh's in which he has accused Army Chief General VK Singh, and four senior Army officers of criminal conspiracy to defame him.

General Singh had in past opposed the appointment of Lt Gen Dalbir Singh as one of the Army Commanders while the Ministry of Defence backed it.

When quizzed by reporters, the Trinamool MP confirmed that he had actually written a letter in this regard to the Defence Ministry in 2011.

However, he was quoted as saying that though he got a response from the Ministry of Defence that the allegations would be probed, he never actually heared of any inquiry in this regard.

The shocking development comes at a time when the CBI is already probing bribery allegations by General VK Singh claiming that he was offered a bribe for clearing sub-standard vehicles for the Army. It also holds significance in light of a leaked report written by the Army Chief to the Prime Minister's Office claiming shortcomings in defence preparedness.

The bribery allegations by Gen VK Singh and his leakage of his letter written to the PMO about the country’s defence preparedness has evoked sharp reactions from the government as well as former Army officers.

In light of these intriguing developments, pressure is now building on the Prime Minister Dr Manmohan Singh to intervene in the matter.

Sources also claim that the government will wait till March 30 giving Defence Minister AK Antony time to collect evidence related to the matter. The other view is that the government may also ask the General to go on leave rather than sacking him.

Prime Minister is also expected to take some Opposition leaders in confidence before initiating any action in this case.

Vikram Bhatt’s ‘Hate Story’ poster girl Paoli Dam is the latest bold babe to take Bollywood by storm. The girl, who hails from Bengal scandalized one and all by her “dare all bare all act” in Bengali film ‘Chatrak’. And now she is all set to go nude for her upcoming flick.

Buzz has it that Paoli has been approached for an international film titled ‘Choli Ke Peeche’, which was earlier, offered to Bong beauties Nandana Sen and Shahana Goswami. But the two actresses declined the role owing to nudity.

Talking to a leading daily, Paoli spoke her heart out about baring all. She said, “I am a performer and when I bare all, it is only for my job. As an actor, I have no inhibitions; I just play a character. But yes, if I am not comfortable with something, I will not do it.”

The girl’s identity in the bold poster of ‘Hate Story’ was kept under wraps for long. Paoli said, “I had no idea that my character and my identity on the poster would be kept a mystery. When the poster featuring my back was released, a lot of people who knew I was doing the film asked me who was on the poster. I just asked them to wait and watch.”

Walk of the Stars to begin with popular Kapoor family


The popular Kapoor family of Bollywood will be felicitated with tiles and two statues at the inauguration of UTV Stars` property Walk of the Stars at the Bandra Bandstand Promenade here today.

The property, akin to the Hollywood Walk of Fame, will be launched in the company of Kareena Kapoor and her ‘Heroine’ director, Madhur Bhandarkar.

To begin with, tiles dedicated to Prithviraj Kapoor, Raj Kapoor, Shammi Kapoor, Randhir Kapoor, Rishi Kapoor, Neetu, Karisma Kapoor and Kareena will be installed Wednesday.

Also as a special honour, brass statues of Raj and Shammi will be installed too.

The Walk of the Stars will feature hand imprints of Bollywood celebrities. They will give their hand imprints in a clay cast, which will be processed in brass later and will be placed in their presence subsequently.

Nikhil Gandhi, business head at UTV Stars, had earlier told reporters that the "deserving, glamorous and big stars who have contributed a lot to Indian cinema" will find their hand imprints on the "walk", which was earlier being called the Bollywood Walk of Fame.

Even actor Riteish Deshmukh has floated a similar project in Mumbai. He calls it The Legends Walk.

Hafiz Saeed addresses rally in Islamabad


For almost six hours Jamaat-ud-Dawah chief Hafiz Mohammad Saeed and Ahl-e-Sunnat Wal Jamaat leader Ahmed Ludhianvi played cat-and-mouse with Islamabad police and paramilitary forces who were trying to prevent the duo from entering the Pakistani capital.

Despite an order barring their entry into Islamabad, Saeed and Ludhianvi sneaked into the city on Tuesday and joined a rally organised by the Defa-e-Pakistan Council to pressure the government not to reopen NATO supply routes which were shut down last year.

Saeed, who is the prime accused in the 26/11 terror attacks in Mumbai, managed to address a gathering of thousands of members of extremist groups, ironically at a short distance from the Pakistan Parliament. However, Ludhianvi was unable to speak due to the security forces pressure.

The capital's "security apparatus" proved no match for Saeed and Ludhianvi, the Dawn newspaper reported. "They appeared and disappeared; were stopped and freed; intercepted in their cars and protected by their armed guards, as crowds gathered to watch the spectacle and traffic jams ensued," the report said.

"Eventually the harassed, red-faced and embarrassed policemen managed to hold Maulana Ludhianvi, only after negotiations, while Saeed escaped," the newspaper report added.

Ludhianvi was taken to a police station in the industrial area on the outskirts of Islamabad and a case was registered against him. But, within minutes the city administration granted him bail. At this point Interior Minister Rehman Malik intervened and blocked the bail.

Ludhianvi's Ahl-e-Sunnat Wal Jamaat (ASWJ) is considered a front for the Sipah-e-Sahaba, a notorious sectarian group linked to several recent attacks on Shias.

Saeed and Ludhianvi both came to the Parade Ground near the parliament to join the protest by Defa-e-Pakistan Council.

On learning that police were going to arrest them, both leaders left the ground. The head of the Secretariat police station later intercepted Ludhianvi and said police were arresting him in connection with a case registered at Margalla police station.

Ludhianvi demanded the warrant for his arrest.

When police failed to produce the warrant, ASWJ activists took their leader away in a SUV. Policemen at check points and patrol vehicles were alerted. Police also blocked roads to intercept Ludhianvi.

As a result, hundreds of vehicles were stuck in a traffic jam on the highway connecting Islamabad and Rawalpindi. At around 6 pm, Ludhianvi's SUV was spotted in the traffic. Police then set up further blockades and senior officers were called to the site with a contingent of the Anti-Terrorism Squad.

Ironically, police guards provided to Ludhianvi by the Punjab government aimed their weapons at the Islamabad police while ASWJ activists cordoned their leader's vehicle.

Though Ludhianvi's vehicle was able to evade the police, it was again intercepted a little while later. Senior officials conducted negotiations with former military ruler Zia-ul-Haq's son Ijaz-ul-Haq, ASWJ leader Fazlur Rehman Khalil and Abdullah Gul, son of former ISI chief Hamid Gul, and took Ludhianvi to the police station.
